ఆంధ్రప్రదేశ్ ప్రభుత్వం తాజాగా Building Penalisation Scheme 2025 (BPS 2025) ని ప్రకటించింది. ఈ పథకం ద్వారా అనధికార భవనాలు (Unauthorized Buildings) లేదా Deviation Buildings ను చట్టబద్ధం చేసుకునే అవకాశం ఇవ్వబడింది. ఈ పథకం ద్వారా రాష్ట్రంలోని మున్సిపాలిటీలు, నగరాలు మరియు పట్టణ ప్రాంతాల్లోని భవన యజమానులు తమ నిర్మాణాలను Regularization చేసుకోవచ్చు.

ఈ ఆదేశం ద్వారా ప్రభుత్వం “The Andhra Pradesh Regulation and Penalization of Buildings Constructed Unauthorizedly and in Deviation to the Sanctioned Plan Rules, 2025” అనే కొత్త నియమాలను జారీ చేసింది. ఇవి 1985 నుండి 31 ఆగస్టు 2025 వరకు నిర్మించిన భవనాలకు వర్తిస్తాయి.

🧾 దరఖాస్తు విధానం (How to Apply for BPS 2025)

దరఖాస్తు ప్రక్రియ పూర్తిగా ఆన్లైన్‌లో ఉంటుంది.

🔹 దరఖాస్తు సమర్పణ (Application Submission)

1️⃣ అధికారిక వెబ్‌సైట్‌కి వెళ్లండి 

www.bps.ap.gov.in

2️⃣ Licensed Technical Person (LTP) ద్వారా దరఖాస్తు సమర్పించాలి.
3️⃣ Application Owner, GPA Holder లేదా Registered Association ద్వారా దాఖలు చేయవచ్చు.

🔹 అవసరమైన పత్రాలు (Required Documents)

• స్వీయ ధృవీకరించిన Ownership Title Document

• Encumbrance Certificate (EC)

• Sanctioned Plan Copy (ఉంటే)

• Photographs of Building

• Violation Sketch Plan

• Indemnity Bond (Annexure-IV)

• Road Widening Undertaking (Annexure-V)

• Structural Stability Certificate

• NOC from Fire/Airport Authorities (if required)

🔹 సమర్పణ గడువు (Application Deadline)

📅 దరఖాస్తులు Notification తేదీ నుండి 120 రోజుల్లోపు సమర్పించాలి. దరఖాస్తు చేయని యజమానుల భవనాలు “Unauthorized” గా పరిగణించబడతాయి.

• ప్రభుత్వ భూమి / పబ్లిక్ ల్యాండ్ పై నిర్మాణం

• Assigned / Surplus Lands

• Water Bodies, Drain, River Course ప్రాంతాలు

• CRZ / Environmentally Sensitive Zones

• Master Planలో Open Space లేదా Parks

• Road Widening Project లో భాగమైన భవనాలు

• 31 ఆగస్టు 2025 తర్వాత నిర్మించిన భవనాలు

🏠 మినహాయింపులు (Exemptions)

• 50 Sq.mts లోపు ఉన్న G+1 Individual Residential Houses

• Semi-Permanent Huts లేదా RCC Single/Double Floor Houses

🧱 రహదారి విస్తరణ (Road Widening Clause)

Road Widening లో ఉన్న భవన యజమానులు Annexure-V Undertaking సమర్పించాలి.
ఆ స్థలం భవిష్యత్తులో రహదారికి ఇవ్వాల్సి ఉంటుంది.

🧩 దరఖాస్తుల పరిశీలన (Application Scrutiny & Approval)

• Competent Authority (Municipal Commissioner / VC / CRDA Commissioner) దరఖాస్తును పరిశీలిస్తుంది.

• 6 నెలల్లో Approval లేదా Rejection ఇవ్వబడుతుంది.

• Approval వచ్చిన తర్వాత Occupancy Certificate జారీ చేయబడుతుంది.

⚖️ అపీల్ ప్రక్రియ (Appeal Process)

Appeal Committee కింద ఇవ్వబడిన అధికారులచే ఏర్పడుతుంది:

1️⃣ Commissioner & Director of Municipal Administration – Chairman
2️⃣ Director of Town & Country Planning – Member
3️⃣ Engineer-in-Chief – Member

అపీల్ 30 రోజుల్లోపు దాఖలు చేయాలి.

🚫 దరఖాస్తు చేయని యజమానులపై చర్యలు (Enforcement)

• భవనం సీజ్ లేదా డిమాలిషన్

• భవిష్యత్ బిల్డింగ్ అనుమతులు రద్దు

• డెవలపర్ / బిల్డర్ బ్లాక్‌లిస్ట్
