ఆంధ్రప్రదేశ్ రాష్ట్రంలోని గ్రామ పంచాయతీలలో పన్నేతర ఆదాయం (Non-Tax Revenue) పెంచడానికి ప్రభుత్వం స్వర్ణ పంచాయతీ పోర్టల్ (Swarna Panchayat Portal) ద్వారా సరికొత్త నిబంధనలను అమలు చేస్తోంది. ప్రతి గ్రామ పంచాయతీ పరిధిలో నిర్వహించే సాధారణ వ్యాపారాలు (General Trades), యంత్ర పరిశ్రమలు (Machinery Industries), మరియు ఇతర వృత్తులకు సంబంధించి ముందస్తు అనుమతి లేదా Trade License తీసుకోవడం తప్పనిసరి. దీనివల్ల పంచాయతీలకు ఆదాయం చేకూరడమే కాకుండా గ్రామాభివృద్ధికి తోడ్పడుతుంది.

TRADE LICENSE CATEGORIES AND AP PANCHAYAT RAJ ACT

ఆంధ్రప్రదేశ్ పంచాయతీ రాజ్ చట్టం 1994 (AP Panchayat Raj Act 1994) లోని సెక్షన్ 119, 120 మరియు 127 ప్రకారం వివిధ రకాల వ్యాపారాలకు లైసెన్సులు జారీ చేస్తారు. గ్రామ పంచాయతీ ద్వారా అనుమతి (NOC) పొందాల్సిన ప్రధాన కేటగిరీలు ఇక్కడ ఉన్నాయి:

Step 1: గ్రామ పంచాయతీ పరిధిలోని దుకాణాలు/వ్యాపారాలను కేటగిరీ వారీగా జాబితా తయారు చేయుట

HOW TO PAY TRADE LICENSE FEE ONLINE

ప్రస్తుతం అన్ని చెల్లింపులు డిజిటల్ రూపంలో (Digital Payment) స్వర్ణ పంచాయతీ పోర్టల్ ద్వారా జరుగుతున్నాయి. యూజర్ తన వ్యాపార వివరాలు, TIN నెంబర్ ఉపయోగించి UPI (QR Code) ద్వారా కూడా ఫీజు చెల్లించవచ్చు. 

చెల్లింపు విధానం (Payment Steps):

1. గ్రామ పంచాయతీ కార్యదర్శిని సంప్రదించి డిమాండ్ నోటీసు పొందండి.
2. స్వర్ణ పంచాయతీ పోర్టల్ లేదా ఆన్లైన్ పేమెంట్ లింక్ ఓపెన్ చేయండి.
3. మీ వ్యాపార కేటగిరీని ఎంచుకుని ఫీజు చెల్లించండి.
4. డిజిటల్ రసీదు (Computer Generated Receipt) డౌన్‌లోడ్ చేసుకోండి.

PENALTIES AND INSPECTION POWERS

లైసెన్స్ లేకుండా వ్యాపారం చేసే వారికి పంచాయతీ కార్యదర్శి 7 రోజుల గడువుతో నోటీసు (Show Cause Notice) జారీ చేస్తారు. నిర్ణీత సమయంలో ఫీజు మరియు 25% అపరాధ రుసుము (Penalty) చెల్లించని యెడల చట్టపరమైన చర్యలు తీసుకోబడతాయి. కార్యదర్శికి సూర్యోదయం నుండి సూర్యాస్తమయం వరకు ఎప్పుడైనా వ్యాపార సంస్థలను తనిఖీ (Inspection) చేసే అధికారం ఉంటుంది.
