- Territorial Delimitation (ప్రాంతీయ పునర్విభజన): ప్రస్తుతం ఉన్న సిబ్బందిని (Manpower) వార్డుల పునర్విభజన ప్రకారం సర్దుబాటు చేయాలి కానీ కొత్త పోస్టులను సృష్టించకూడదు.
- Ward Re-division (వార్డుల విభజన): సాధారణ ఎన్నికల కంటే ముందే (Before Ordinary Elections) 1995 నిబంధనల ప్రకారం వార్డుల పునర్విభజన తప్పనిసరిగా పూర్తి చేయాలి.
- Effective Date: కొత్తగా నిర్ణయించిన వార్డు సభ్యుల సంఖ్య ప్రస్తుతం ఉన్న పాలక వర్గం పదవీ కాలం ముగిసిన తర్వాత మాత్రమే అమలులోకి వస్తుంది.
